The Sleeping Network: Energy Savings from the Spec Sheet to the Field
How 3GPP's Rel-18/19 energy features really save power — as ranges, with their throughput cost attached.

Abstract
3GPP's energy study prices a base station's constant transmission with a five-state power model: in micro sleep a radio still draws about a fifth of active-downlink power. This paper reads the Rel-18/19 toolkit as standardized coordination and reports savings as ranges with their throughput cost.
