Abstract
This closing paper separates the three processes behind 6G: ITU-R's IMT-2030 framework (M.2160), 3GPP's radio across Releases 20 and 21, and the WRC-27 spectrum decision. It argues 6G's hardest problem is not engineering but negotiating spectrum in already-occupied upper mid-band.
