RAI, introduced in 3GPP Rel-14, lets the device signal that no further uplink or downlink traffic is expected, allowing the network to release the connection immediately rather than waiting for an inactivity timer to expire. Without RAI: device sends data, then sits in connected mode for typically 5-30 seconds (the active timer plus the inactivity timer) before the connection is released.
