LTE-M was designed from day one to support full handover in connected mode. A moving UE — fleet vehicle, pet tracker, medical pendant carried by a walker — uses the standard LTE handover procedures: X2 between adjacent eNodeBs in the same MME pool, S1-based handover across MME pools or for cross-region moves. This is the single most important capability that NB-IoT lacks. For any use case where the device moves while connected — even at walking speed — LTE-M is the right choice.
