Why Two CIoT Optimizations Exist

Standard LTE always establishes a default IP bearer to send data. For an NB-IoT meter sending 50 bytes per hour, that bearer setup is wasteful — the connection setup signaling alone costs more bytes and battery than the payload itself. 3GPP introduced two CIoT EPS Optimizations to address this.
