Handover: Three Phases

Handover has three phases. Preparation: the source gNB decides to hand over based on measurement reports and sends a Handover Request to the target gNB. Execution: the UE receives RRC Reconfiguration, detaches from source, and performs RACH on the target. Completion: the target gNB confirms success.
