RRC Reconfiguration Overview

RRC Reconfiguration is the Swiss Army knife of NR signaling. The network uses it to add/modify/release radio bearers, configure measurements, trigger handovers, add secondary cells for CA, and set up dual connectivity. Nearly every radio change uses this message.
