Upper Layer Testing: NAS & RRC

NAS testing covers 5GMM procedures (registration, authentication, security mode) and 5GSM procedures (PDU session management, QoS flow operations). RRC testing validates cell selection/reselection, RRC setup/reconfiguration, measurement reporting, and handover execution.
