A1 Policy Management

The A1 interface connects the non-RT RIC to the near-RT RIC for policy-based and ML-driven optimization. A1 Policy Management lets the non-RT RIC create, update, and delete policies that guide xApp behavior. Policies use JSON-based schemas and set goals rather than direct commands — for example, "for UEs in slice SST=1, target latency below 10ms with high priority." Multiple policies can coexist and the near-RT RIC resolves conflicts. This goal-oriented approach gives xApps flexibility in how they achieve objectives while respecting operator intent and business rules.
