ANR and MRO Functions

SON defines standardized functions that automate specific optimization tasks. Automatic Neighbor Relations (ANR) eliminates manual neighbor list management. When a UE detects an unknown cell not in the Neighbor Relation Table, the gNB instructs the UE to read the cell's CGI from its SIB1 broadcast. The UE reports this CGI back, and the gNB automatically adds the new cell to its NRT while removing stale entries based on handover statistics.
