NR Measurements: SSB vs CSI-RS

NR introduces a dual measurement framework absent in LTE. SSB-based measurements (SS-RSRP, SS-RSRQ, SS-SINR) use the Synchronization Signal Block — a fixed, always-on reference signal transmitted periodically. SSB measurements are always available and used for initial cell selection, handover decisions, and idle-mode mobility. CSI-RS-based measurements (CSI-RSRP, CSI-RSRQ, CSI-SINR) use the Channel State Information Reference Signal, which can be beamformed and configured more flexibly.
