In RRC_CONNECTED mode, the gNB controls mobility through measurement configuration. The gNB tells the UE which cells to measure, what signal metrics to report (RSRP, RSRQ, SINR), and which events trigger a measurement report. When an event condition is met, the UE sends a Measurement Report to the serving gNB, which uses the reported data to decide whether to initiate a handover. This network-controlled approach gives the gNB precise control over when handovers happen.
